Here is an article from Indybay that has the most information I have found
about potential fracking in Mendocino County. While it is true that there
has been little hydrocarbon activity on the North Coast thus far, and there
is also no evidence of large scale subterranean deposits, it appears there
has been, and is currently some exploration going on which could lead to at
least a modest amount of hydraulic fracturing here, especially in the SE
portion of the county. Also, the ordinance would make it illegal for any
offshore drilling to use Mendocino County land for anything associated with
their efforts.
