No, the questions do not have to be about the speaker's topic.However when they are about the topic you are generally making the talk more interesting to the members as you have given us a tease.

Do the questionsHAVE to be on speaker's  subject?  OK usually but 
hard to do in a fair way with many speakers. I used to have far out subjects 
that were fun. FUN has been missing from Rotary. Donna may restore it.
