That isn’t true.

From a 2010 copy of the MCPB bylaws (capitalization mine):

Section 9.04 Voting: 1) Each Member in good standing shall have the right to a ballot for election of Directors and THE RIGHT TO VOTE FOR ALL CANDIDATES (with the exception of candidates for Programmer-Elected Director), provided he or she is a Member in good standing as of the final day of the calendar year prior to the election.

KZYX requires board members to live in the district they represent, but a member can vote for all candidates, regardless of where he or she lives.
