Dear Beth,

MCPB's Articles of Incorporation are dated November 22, 1984. They

were endorsed by the State on January 12, 1985:

The application for a broadcast license with the FCC was accepted on

October 24, 1989. And granted on February 5, 1991:

I don't know how much startup capital was involved. Or where it came

from. It looked like a slipshod operation to start with. The founding 

documents are two-pages long. That's it. Articles of Incorporation and

nothing more. No amendments got filed with the State. No bylaws

either.

Capital Public Radio's founding documents are fifty-pages long. Filed

by the President and the Secretary. They include amendments and

bylaws. Along with a three-page determination letter from 1991. 

The Articles of Incorporation for MCPB were only signed by Sean 

Donovan. And only as 'Incorporator'. And it looks like the IRS didn't get 

a copy until 2005.

autumn 1989.  Sean claimed he received no salary for his spade work and
only submitted a bill a couple of years later. Where did close to $300,000
come from in 1985? --beth bosk
