Tim,

Rather than engaging in personal attacks, will you please stick to the facts. 

It looks to me like these form 990s are important. They are required for the CPB grant. 

Do you disagree with Scotts assessment that these are typically presented to the board at an open meeting or that these from 990s have not been presented to the board of MCPC.  This lack of transparency puts the CPB grant at risk. Are you concerned about that?  

From my personal experience, when I was on the board I did not know what form 990's were or that they had anything to do with the CPB grant. 
In other words, I didn't even know what questions to ask to management about the finances. 

Would you agree that the board of MCPB might think about having some type of board training? It is one of their current policies, but they haven't done it in over a decade.

Please start talking about solutions rather than pretending that problems don't exist.
