Rather than spending more time on "right or wrong", let's ask 
the question:  How are and to whom are the Members able
to express their views, opinions and suggestions regarding
programming?

Therefore, neither programming nor operations are controlled by the membership. Only the philosophy. "Philosophy", as you know, is the theory or attitude held by a person or organization that acts as a guiding principle for behavior. The membership can guide the programming and operational philosophy but the membership does not control prtogramming or operations.
