Not in the Coastal Zone.  I have worked on Sheephouse Creek  previously. 
  There are actually fish there (or there were)
NTMPs are forever. Unless you have obvious and professionally supported  
comments - or - there is obvious real issue of legal inconsistency, or 
misleading information - there is no hope.  Russian River listed as 
impaired for temperature and sediment - what does that discussion look 
like?

To really do a good job - historic plans on that ground should be looked 
at.

The best outcome can be obtained by hiring a good forester to look at 
the silviculture.

Who is the forester?
