The particulars as described are that the Sonoma "mapping update" on the CCC's May hearing agenda (item Th10a) has a very simple purpose: to update and digitize the existing certified maps and jurisdictional boundaries for Sonoma's coastal zone.

Luke explained that virtually nothing of substance is changing, other than the technology being used. Currently, County staff and CCC staff have to use old paper maps.  The update on the hearing agenda will use GIS/digitization technology to input the old paper maps into a digital system which will be much easier for CCC staff, County staff, and for the public to get accurate jurisdictional determinations quickly.  The update also incorporates the most up-to-date wetlands data from NWI (National Wetlands Inventory), which are currently not entirely reflected on the old paper maps.  I love this part.

This update will make it easier to identify sensitive coastal resources, such as streams and wetlands, which help to determine which projects are appealable to the CCC and get additional scrutiny as a result.  These digital mapping updates are generally initiated by CCC staff and require approval only by the Commission (but not by the local BoS, since virtually nothing is changing other than a technology upgrade).  CCC staff has worked with the County staff to ensure no mistakes were made, and I’m told that County staff are excited about getting access to the new system.
