Dear Mendocino Rotarians and Fort Bragg colleagues,
As you can see the Savusavu Rotary continues to raise funds for the Urata Lookout project, for which some of us have pledged individual funds which are in addition to the $1,000 sent already by Matt and Toby.
The Savusavu club is now organizing a raffle to raise funds for fitting out the Lookout.
Please have a look and if you are interested contact either Judy or myself to purchase tickets.
Savusavu is a great destination, and a wonderful place to go scuba diving or just hit the beach.
Matt is I believe planning to go in May.
I hope some of you will be interested, and we can respond positively and in the very near future to Judy's request.
Gary, Paul, you may wish to circulate this to your club members.

 Bula Jeff and Kathy,
This is an update on the Urata Lookout cafe project. The rainy season is upon us so progress on the building has been slow and also because hampered because of limited funds.Nonetheless, we have received some donations from local people, including club members, for which we are very grateful. Club members have been busy organising a raffle with some fantastic prizes from local tourism operators to raise funds towards completing the building. I have attached the flyer below FYI.If anyone from overseas wants to purchase tickets, please email the club at rotaryclubssv at yahoo.com for details.
Vinaka,
Judy

Subject: Re: New International Funding Request for Fiji Dear Judy and Kathy,
Our club met in a Board meeting on Thursday October 29, and amongst other things discussed but did not approve yet a grant of $2,500 for the solar water pump and standby generator for the Urata Lookout project. We had a lively discussion, and there was lots of interest in the project, but at this point the club is being cautious about committing funds until we have our second major fund raiser of the year, a golf tournament to be held on October 15.
In addition to club funds, several members including myself have pledged individual funds for the project.
Our Board should meet again on October 27, after the golf tournament, and I am hopeful that our club will approve a grant for the project then.
We are hoping something might be available from Metropolitan Eugene and Fort Bragg.
Judy, your reporting is excellent. We look forward to  more photos and progress reports.

Bula Kathy,
Thank you for your email and for advocating on behalf of our club and the Urata Lookout project. We have been making slow but steady progress since the volunteers from the UK left in early September and the grant money was used up.
Matt's generous donation has enabled us to buy wood primer and wood oil. The building has been sanded (by hand) by the villagers and primer has been applied.  Protection of the wood is essential in a tropical climate because mould and algae can penetrate the wood even though it is treated. Weather permitting, we hope to have oiling of the exterior of the building done soon.
The community here, despite having limited resources, has rallied around the project and we have received donations from individuals who want to see the project up and running asap. We have purchased water tanks which will be installed on a concrete base soon, and the tiling of the two public toilets and caretaker's bathroom was finished yesterday.
Our Rotary Club is in the process of organising a raffle to obtain funds for the project. We have received some generous donations from local tourist operators as prizes, so we are trying our best to do what we can to raise funds to complete the project, including installing solar panels and batteries.
Any financial support that your club is able to provide will be greatly appreciated.
Kind regards,
Judy

Subject: Re: New International Funding Request for Fiji Hi Judy,

Thank you, as always, for your comprehensive updates on the Urata Lookout Project!  I am working on a proposal to the Eugene Metropolitan Rotary club for a modest contribution - I'm planning to ask for US$1140, which is approximately NZ$2000.  This is a small contribution given the rising costs you are encountering, but I hope it will be start of a long-running partnership, and additional future contributions.

I just spoke briefly with Jeff Stubbs in Mendocino, and will be communicating with him as I put together the proposal for my club.  I will let you know if I need any additional information from you.  Your Urata Lookout proposal and regular updates are superbly comprehensive, so I likely have just about everything I need.

All the best to you, and more soon,

Sincerely,

Dear Judy,
Many thaniks for the update below, which is well prepared and helpful as always.
At our club meeting last week several individuals volunteered to help out with personal donations, and I believe Matt is still intending to travel to Fiji and make a donation from his own personal funds.
We are trying to free up our club funds and should have some more news by the end of the month.
The funding required is pretty daunting. I wonder if you could update us on what you will do if you cannot raise all the funds listed, perhaps a minimum high priority budget or is it all high priority?
Matt had suggested we pick up the solar system before we knew how much it might cost. Perhaps in light of the cost involved that could be a later project, with the owners using a connection to  the existing power line in the meantime,
Similarly, I wonder if we could focus on the water and septic, in the short term at least.
We are hoping issues such as this can be discussed when Matt visits.
Again, many thanks for the update, and we will continue to see what we can do to help.

Bula Jeff and Kathy,
I am wondering if you have had an opportunity to meet with your Rotary Club members and decide whether you have funds available to donate to the Urata Lookout project so that the building can be made operational.
The building is now at lock up stage and the volunteers from the UK and the villagers have worked very hard for the past 8 weeks to achieve this. The volunteers have now returned home and we have the responsibility of ensuring that the building is finished and functional so that it can provide a source of income and employment for the rural people. We believe that economic empowerment projects such as this one are better in the long run as the community members learn new skills and are able to provide for themselves.
However , we have a long list of needs to make this vision become a reality (see below)

ITEM                                                                                Estimate (F$)

Electricity connection, fittings and wiring                            $ 3,000

Electricity supply – 5kW solar system                                  $22,000

Water supply:

2 x 5000 litre tanks plus plumbing and construction         $ 3,000

Internal plumbing (double sinks, gas heater)

plus supply of gas water heater and sundry items             $ 4,000

Kitchen fit-out: oven, cooktop, fridge, French press          $ 5,000

Food display: cabinet, shelves, ice cream fridge                 $ 4,500

Cutlery, crockery, pots, pans, tables and chairs                   $ 5,000

Car parking: rotten rock / signage / safety barriers            $ 2,000

External landscaping                                                                 $ 1,000

Painting: exterior, and interior stains                                   $ 2,000

Septic tank                                                                                  $ 2,000
Total:                                                                                         $53,500 (US $25,000)

We have heard from Matt that he is making a personal donation and possibly a trip to Fiji to ensure that the building is painted and protected from the hot tropical sun and heavy rain that we experience.

The building will be at lockup stage by end Week 8 (we hope!) at which time the grant money will be exhausted. We have to find additional funds for water tanks, solar system with backup generator, septic tank and internal fit-out.
We aim to have the cafe open by the end of October so that income generation and employment for the villagers can start asap.

Thank you for your email. We understand that inflation has adversely affected many projects, not just ours. Any donations that we receive, however small, will be of great assistance in helping to make the cafe operational, and generating income and employment for the villagers.

Dear Judy,
Thank you for the really helpful progress reports, and the very accurate reporting on our school contributions. It looks like your project is getting lots of support from the Government, which is wonderful.
Please forgive me for being a little obtuse in my response below. We are holding back on budget decisions this year while we wait for clarity on what it will cost to complete a large ongoing project in Vanuatu, which has been as you have been hit hard by inflation, and as soon as we get that clarity we will be able to determine what we can provide for your projects in Fiji.
Hoping this all works out, and appreciate your support and communications. Please keep them coming.
With warm best regards,

PS: Bula Jeff,
There was FJ $871 remaining from your club's donation to Khemendra Central School after the purchase of water filters which were presented to the school when Matt was here in Savusavu. We have purchased 3 guitars including picks for FJ $778 and are currently looking for lesson books. A member of our Rotary Club has decided to donated the ukuleles, so we no longer need the FJ $400 for this part of the music supplies as shown in the original funding request (Table 1 below) but are still look for funding for the art and sport supplies (shown in Table 2 and 3 below). Once again, thank you for your support for the local school thus far.

Dear Judy,
Many thanks for the great photos, it is good to see the trusses going in place.
We had a Board meeting yesterday, and I think it concluded that we have budget to send some money to Fiji, although there are still some pieces of the puzzle to put in place. I am aiming to get back to you during this month with a definite committment, and in the meantime congratulate you and your club on getting this worthwhile project well underway.

Dear Judy,
Thanks for the update on the impressive work you are doing. I will be meeting our sister club, Fort Bragg, tomorrow morning, and we have a Board meeting coming up on July 28 at which I hope to get approval for a grant for the Urata Lookout as well as school supplies.
What good news, Kathy, it will be fun to work with your club.
Lets all keep our fingers crossed on these various initiatives and hope we can mobilize some substantial money as we go.

Dear Judy,

Thank you for keeping us all updated on the status of this project.  It's great to see the progress you are making!  As with Mendocino Rotary Club, Eugene Metro Rotary Club has entered into summer mode when many club members are traveling and it sometimes takes longer to move projects through our review and approval process. However, I will be seeking funds to assist with your project, and will keep you posted on the status of progress from our end.

Many thanks for all the good work you all are doing around Savusavu and Vanua Levu!  This is such an exciting project.  I hope that pandemic worries will subside enough for international travelers to visit in more robust numbers soon!

Dear Judy,
So good to hear from you and to see the work underway on the Urata Lookout project. Many thanks for the report and the photos, which are so good...
We in Mendocino Rotary have been busy with our 4th of July celebrations in Rotary Park and in Fort Bragg too, and have not yet been able to get in a discussion of your project. However, it is in our draft projects budget and we should be able to discuss and firm up our contribution, as may be possible, during the rest of July and probably August. We will move as fast as we can on it, and in the meantime,
Send you, your family and those working on the project our warm regards.
Cheers,

Bula Jeff and Kathy,
Just letting you know that work has started in earnest on the Urata Lookout Project for which are seeking additional funding. The team of 17 volunteer students of architecture from the UK and 5 team leaders from CAUKIN Studio, who designed the building, are being hosted in Urata village. They arrived last Friday 08 July and are working together with the villagers on the building construction.

Bula Kathy,
Thank you for your email and kind offer of support. From your time living in Fiji, I know that you have first-hand experience of the challenges involved in undertaking a project such as this and these challenges have been greatly exacerbated by local and global events of the past 2 years. Any assistance thaat your club could provide would be greatly appreciated.

Bula vinaka, Judy and Jeff,

Judy, I also offer my compliments on your very polished proposal for the Mataqali Urata Lookout Project. As Jeff has noted, I am a member and past president of the Rotary Club of Eugene Metropolitan in Oregon, and lived in Fiji for a year while studying at USP as a Rotary scholar in 1989-90.  I will also take your proposal to my club and put together a funding request.  I will talk with Jeff and others about the funds they are hoping to contribute to the project.  Together, it would be great if we could make a meaningful contribution to the project.  We understand the challenges of skyrocketing costs due to COVID, supply chain issues, and other contributing factors over the past two years.  It is, indeed, a great sign of support and confidence in the community, and the Rotary Club of Savusavu, that the US Embassy in Suva has contributed US$40,000 for this project.

I will work with my club, confer with Jeff and you as needed, and see what Eugene Metropolitan Rotary club can do to assist.

Very best wishes from Eugene, Oregon,

Kathy Poole

Bula, Judy, this looks like a fabulous project and that you have the support of the US Embassy makes it even stronger.
I am forwarding your request to my own Mendocino club members plus Kathy Poole of Eugene, Oregon Metropolitan, previously a Rotary scholar at USP, Gary Champlin, Fort Bragg, with whom we have worked before, Julie Montgomery, previously a Peace Corps volunteer in Vanuatu, and incoming President of Santa Rosa East and West, as well as Barb Spangler, District 5130 International Chair.
We will need to talk with Matt when he returns and then go through the next year budget process which should happen this month, but I can tell you now that our program for next year is light so there is a chance we can come up with something reasonably substantial.
We would like to be able to help, and will get back to you soon.
My compliments on your project proposal.

Bula Jeff,
My husband and I returned to Fiji a few days before Matt's return to the US. It was great to catch up with him again and to be present on the day that the water filters were donated to Khemendra Central School on behalf of RC Mendicino.
Many thanks to you and your Rotary Club for the US $900 (FJ $1861) donation which has supplied every classroom and additional rooms such as library, office etc. with a water filter.
22 water filters @ FJ $45 each were purchased = FJ $990. There is FJ $871 remaining from your club's donation which will go towards purchasing items for the music program. I will let you know what has been purchased and the cost as soon as that has been organised.
I now have a BIG FAVOUR to ask of you. We have a significant project underway that involves the construction of a small tourist facility on land owned by an impoverished rural community (see attached Funding Request). The facility will provide an ongoing source of income and employment. We received a fixed grant from the US Embassy in Suva, Fiji for the project but because of unavoidable delays and the huge increase in the price of materials recently, the grant is now not sufficient to complete the project. We have a deadline of the end of September this year for completion of the project.
On behalf of RC Savusavu, I am wondering if you know of some individuals or other Rotary Clubs that you could contact who would be in a position to make a donation before the team of volunteers arrives and starts work on the project on 11 July. This worthwhile project will economically empower a rural community but we need extra funding to make it come to fruition.
Kind regards and looking forward to your advice and assistance,
Judy

Bula Jeff,
Thank you so much for your email. It would be amazing if the school project could be centrepiece of your international funding for the next financial year. The students here have access to very few resources and would really benefit from the art/music/sports equipment.

My husband and I have been in Australia for the past 3 months helping our son and his family whilst our daughter-in-law has had treatment and surgery for breast cancer. We hope to be back in Savusavu before the end of May. We have organised for the Rotary club members there to meet with Matt and trust that he will tell you more about what our club is doing from his first-hand experience on his return to the US.
We thank you for your club's generosity and ongoing help for our community.

Kind regards,
Judy

Dear Judy,
Thank you for the excellent report on the bus shelter project.
I trust you are enjoying Matt's visit and keeping him busy with the many wonderful things your club is doing.
Expanding on the message below, it looks to me as if you have about US $4,100 still to fund for your school project, not knowing how much Point Loma has done this year or committed for next Rotary year.
Our International Committee has not yet met, it is a little late I know, but it looks to me as if your project could be the centerpiece of our international assistance program for next year.
Do you have an Interact club in your high school(s)? If so, I wonder if we could involve them in a project.
I hope you can work with Matt, to flesh out any remaining needs, and
We look forward to hearing from you, and Matt, upon his return.

Dear Judy,
Many thanks for the final report, and the funding request, both done so very well, you are an inspiration.
I think I can say on behalf of our International Committee and club that we would like to help out with the school supplies project, in an appropriate manner, and subject to further consideration by our Board. Wow, how is that for hedging but that is how this works I guess.
This year we have been involved in four disaster relief efforts, one each in Afghanistan, Haiti, Tonga and Ukraine, and although these have been partly member funded we have used a fair amount of club funds. We are also completing a project this year with the Victory School of Hope in Vanuatu, so the demands on our funds this Rotary year are pretty substantial. To tell you truth, we used funds we had budgeted for Fiji for one of the disaster relief projects which of course have been urgent and somewhat unexpected.
Having said all this, we are happy that Matt O'Halloran is going to visit you and will ensure he arrives with some funds for Savusavu.
We can also discuss in upcoming meetings the school supplies project you have put together. Would it work we covered say the water filters, music and art supplies, doing part this Rotary year and part next year, with Point Loma or another US club funding the sport component?
I am copying this to a colleague who is from the Eugene Oregon Metropolitan club who happens to be a former resident of Mendocino and student at USP, hoping her club might be interested, and the same for Fort Bragg.
Kathy, any interest from Eugene Metropolitan?
Thanks again, Judy, and we hope all is well with you, your club and your community.

Bula Jeff,
Please find attached the final report on repair/replacement of rural bus shelters which your club helped to sponsor. We sincerely thank your club members for their generosity.
I have also attached a funding request for school supplies. The economy of Fiji is in a bad state because of two years without tourism which provides 40% of the country's GDP. Poverty has increased significantly and the government is struggling to provide basic services. The main primary school in Savusavu would greatly benefit from funding for music, art and sports supplies.
We would greatly appreciate any financial support for this new project for 2022.
Kind regards,
Judy
