[Rotary] Current Bylaws, discard older versions

Hi all,
Here are the most current bylaws. I printed and had what turned out to be
an older version and had them at last weeks meeting. If you picked up a
copy at check in, please discard those.

Please print and review. If you are taking a leave of absence, reviewing
our financials, or preforming other tasks with our club, I hope you will
follow what our bylaws state.
