Dear Ann,
We’ve heard about draconian funding cuts eviscerating protections for the things we care about, but it’s not just budget cuts. Our core environmental protections themselves are under attack.
As Congress sprints to pass government spending legislation for the rest of the current fiscal year, damaging “riders”—policy provisions inserted into must-pass spending bills—are rearing their ugly heads. When the spending bill becomes law, so does the rider. This year Congress included as riders on appropriations bills a whopping 148 assaults on the safety of our drinking water, funding for toxic waste cleanups, vital endangered species protections and more.

The FY 2017 spending bill includes riders that would:
* Threaten the streams that provide drinking water for one in three people living in the United States.
* Force taxpayers to foot the bill for the costly clean-up of toxic industry messes.
* Block federal protections for certain populations of gray wolves—just one of 11 riders targeting endangered species.
* Prevent implementation of a new safeguard to clean up smog.
* Deny national monument protection for nationally significant treasures on our public lands and in our oceans.
Riders have to “ride” on spending bills because they’re too unpopular to pass on their own. This isn’t how the legislative process should work. By allowing controversial riders on spending bills, Congress evades public scrutiny and risks government shutdowns. We need good governance—not backdoor assaults on our fundamental environmental protections.
These controversial riders are attacks on the environment and public health. We need clean water to live. We shouldn’t have to pay for cleaning up toxic industry messes. And science-based species protections should never be stripped arbitrarily by politicians in Congress.
