College of the Redwoods Political Science Professor Ryan Emenaker will
present his Portugal Award lecture ?/The Voting Rights Act is Dead: Can
Voting Rights be Resurrected?/? at the CR Mendocino campus THIS Friday,
Feb. 28 at 2:00 p.m. in room 112.

For nearly 50 years the Voting Rights Act (VRA) was viewed as the crown
jewel of civil rights legislation. During that time, the Supreme Court
upheld the constitutionality of the Act four times. In a dramatic
reversal of this history, the Supreme Court struck down a key provision
of the VRA in the summer of 2013. In an interactive and visually
stunning presentation, Professor Emenaker will narrate the history of
VRA and predict the future struggles for voting rights.

Professor Emenaker regularly comments in the press on state and local
politics, he has made guest appearances on NBC affiliates as a political
analyst, and he has been a political commentator on local radio. Last
summer he attended numerous sessions of the Supreme Court while serving
as the Supreme Court analyst for several NBC affiliates. SCOTUSblog, the
premier news and research site on the Supreme Court, recently featured
his research on Court-Congress relations and also published his
article on why the Supreme Court should uphold the Voting Rights Act.
He has upcoming articles appearing in the Journal of Legal Metrics and
the Journal of Political Science Education.

The College of the Redwoods Foundation Board established the Dr. Eugene
Portugal Award in 1993 to honor an outstanding faculty member and to
exhibit the academic and professional contributions of the CR faculty to
the college and the community. Named after the college?s first
president, this award allows the campus community to share expertise and
knowledge, provides staff development opportunities for faculty,
increases the community?s awareness of the college, and provides a
showcase for excellence both on and off campus.
