Good Morning,Board of Supervisors,

My name is Agnes Woolsey . I am with 4 other occupy members who have come
from the coast to join inland Occupy  members to speak on the Budget.

( Will supporters of the Audit of foreclosures please stand.) We gathered
500 signatures on a petition  presented to you weeks ago.   The petition
was asking the Board

 to Fund an Audit of Foreclosure documents in the  Assessor/Recorder's
office. Why is this important?

An audit of foreclosure documents, since the Attorney Genral
Schneiderman's settlement with the big banks in 2011, could reveal those
loans that were securitized,

which have lost the chain of title and   therefore had no standing to
foreclose.  All the same, Recorder Susan Ranochak posted them in her real
property files.

  We collected  400 signatures urging the recorder to send  the banks
Affidavits of Authenticity requiring them to swear to the truthfulness
of their signatures, appended

 with CA Penal  Code 115.5  ,It states "every person who files any forged
documents...which affects title to...real property...with the knowledge
that the document is

 false or forged, is punishable ...by a fine not exceeding $75,000."  To
avoid perjuring themselves, lawyers for the banks would not return the
Affidavits.

If Affidavits were not returned there would be no basis to record the
foreclosures. Susan Ranochak would not need to record those foreclosures.
If the document was

returned a $75.00 fee woulld accompany each page of the document.  If she
sees fraud in her records and reports it to the County Attorney who could
notify the CA

 Attorney General Kamala Harris.  The County could file a lawsuit against
the banks to demand payment

 of transfer fees since 2011. This would create an income source which
could pay for the cost of an audit, estimated at $15,000.

In Greensboro,N.C. Action was taken to sue the big banks by the Assessor
/Recorder, Jeff Thigpen  last year for lost revenues as well as the
wrecked property records by MERS. Mortgage Electronic Registration
System-set up to avoid paying fees.

We urge you to include in your budget deliberations the cost of an audit
by which the county   could  begin to recoup losses incurred by loss of
property taxes,and

transfer fees on over 2 thousand past foreclosures since 2009.
