No CJ , not to my knowledge.  It requires a banking license, of course,
but that
license can be purchased through buying a bank that's currently available
(as many
are).  That said, you will definitely want banker experience and
participation, but
that's talent you can hire.  What is required to set up a public bank is
multifaceted and will require state specific regulation knowledge.  I'm
sharing this
with Marc Armstrong (ED of
PBI) and with Mike Krauss for their input -- Marc will know the CA lay of
the land
and Mike has been working directly with municipal and state level
authorities on the
subject of getting one started.
