I had a nice chat yesterday with Linda Ruffing at the Starr Center opening. She said she had drafted a letter to me and would send it out this week. She has been very pre-occupied with the Center's opening. Of note: only working capital to write checks etc. is in Wells, the rest is in a multi county fund similar to Calpers. 

I asked why renters pay more for a water acct. with the city when I paid my bill at City Hall. Renters are more mobile and can skip out easier leaving unpaid utility bills. Home owners can have a lien placed against their property for unpaid bills.
