[Kzyxtalk] CAB Programmer Policy

That's just it Tim, I don't think the PAC was ever even properly implemented. The fact is the PD and GM preferred to make production decisions on their own, insubordinate to Board policy and the democratic process. 

If the PAC wasn't working, the proper protocol would have been to go to the board and explain the issues, then have the board alter or eliminate the policy. 

Instead, staff ignored the policy, and worked to cover up its very existence. By the time I got on the board in 2011, it was never discussed. I don't think anyone on the board even knew about it. Soon after that, the policy paper was found missing from board documents altogether.
