Dear Ms. Courtney,
The number of unresolved grievances at KZYX over the years looks like a
fairly serious problem. There's a policy that addresses grievances here:

It's on page 8 at 7.4. Under Personnel. It looks like there's supposed to be
a Personnel Committee to handle that. But look at the meeting minutes:

You've been on MCPB's Board of Directors since March of 2013. And the
president for the last six months. During your tenure, I see no record of
any such committee.
The same committee -- according to policy -- is supposed to handle the
General Manager's evaluation. I see no record of that either.
The only mention of evaluations in MCPB meeting minutes appears to
be from 2010:

This is straight from the General Manager: "KZYX&Z is one of the only
community radio stations in the country that does not have such a
process in place."
Actually, it does. It's written into the Policies and Procedures manual:

The City of Fort Bragg has a policy to conduct General Manager
evaluations. And one to address grievances. It's all under a written

I understand that you were a Council member there once.
So I have two questions for you. Take your time answering them.
1. Who benefits when an organization's personnel policy isn't followed?
2. Aside from the organization, who suffers?
