Dear Mr. Campbell,



I'd like you to look at marker 45:00 here:

Where you said, "We don't have any way in our current budget planning



and accounting system to designate funds for a specific event or a



specific activity. It all kind of goes into the general pot."



Now I'd like you to look at this:

Look at the title, Mr. Campbell. "Mendocino County Public Broadcasting



Financial Management & Controls, Policies & Procedures". Now look at



page 6. Under "Restricted Amounts". Where is says, "Restricted amounts



recorded in the financial statements are to be disclosed, including an



indication of the nature of the restriction, and deposited into



restricted accounts."



Can you read, Mr. Campbell? According to MCPB policy, restricted funds



are supposed to go into restricted accounts. Not the 'general pot.'



Apparently you've got your own policy. Where restricted funds can be



moved at your discretion. Nice!



Now. About that MCPB policy. The one on the 'clunky' old KZYX website.



It looks like it was approved by -- shudder -- the MCPB Board of



Directors. Way back in 2006. Can you subtract, Mr. Campbell? That was



ten long years ago. Antique by some standards. Or the Statute of



Limitations by others. But why's it still on the KZYX website?



Ah! You need major donors, don't you? Like the Corporation for Public



Broadcasting. Is that why it's there? Since you're obviously running



the show, why not put your policy up?



Therein lies the rub, Mr. Campbell. Your policy won't attract anyone.



But MCPB's will. So you use their policy to attract major donors. And



your policy to spend the money. Got it.



I'm sure that you've talked this 'critical thinking' over with the



Corporation for Public Broadcasting. But in the event that you've



forgotten, I'll forward a copy of this to them.
