[Kzyxtalk] Appointing Spouse to Community Advisory Board

The Community Advisory Board is a requirement of the Corporation for Pubic Broadcasting to be eligible for their funding. The CPB guidelines say that the CAB should be independent of the board of directors and promote diversity in its membership.
If the chair of the board of directors appoints her spouse to the CAB, it appears to violate those guidelines. It also defeats the purpose of the CAB, to provide a vehicle for bringing new ideas to the organization while advising on both content and operations.
Below is the link to the CPB guidelines, plus some excerpts. I am posting using plain text to try to avoid formatting problems of the past, so you may have to cut and paste the link.

C. Relationship of the Community Advisory Board to the Governing Board of the Station
1. The law segregates the management and operational functions of the governing board from the functions of advisory board to ensure a clear demarcation between the governing board and the advisory board.
2. The advisory board is intended to provide the public the opportunity to be heard on station programming, community service and impact on the community of major policy decisions. All stations are encouraged to establish whatever mechanisms will be most effective, under local circumstances, to accomplish this congressionally established goal.
D. Composition of Community Advisory Boards
The station may exercise a reasonable degree of discretion in selecting advisory board members. The board should be reasonably representative of the diverse needs and interests of the communities served by the station. No individual representative of any particular group has a legal right to membership on an advisory board. Nor does the law empower any person, court, or government agency to require a station take or refrain from taking any action with respect to a station's programming or policies. The composition of the community advisory board must reflect its independent role, and may not include members of the station staff or governing body in anything other than an ex officio or administrative capacity.
E. Result of Noncompliance
CPB may not distribute any of its funds to any community-licensed public broadcasting station that does not have an advisory board which meets the requirements of the law. This prohibition against the distribution of funds is the exclusive remedy for enforcement of this requirement.

I don't think that the executive director and general
manager of a public station (or any station) should have a
radio show, do you? Why? His job is to raise money for the
station, right? Not be a talk show host.
Stuart Campbell now wears three hats: KZYX's executive
director and general manager; biweekly host of "Consider
This" on Friday; and monthly host of "The Discussion" on
Thursday.
Does this bother anyone else?
What's even worse, it's evident from listening to Stuart
Campbell on "The Discussion" that he doesn't listen to Amy
Goodman on ""Democracy Now!", nor does Campbell even know
what's going on in our world from any alternative news
sources and share KZYX's membership's values.
Campbell is a straight-up NPR guy -- and that's very, very
bad news for us all and for our radio station. Horrible, in
fact!
Just listen to Campbell and his various co-hosts when he's
hosting the one little hour of "The Discussion" once a
month. It's like Jim Carey's movie, "Dumb and Dumber".

Stuart Campbell: outgoing Chair of Board of Directors, newly
appointed Executive Director and GM of station, and host of
not one but two shows ("Consider This" and "The Discussion")
Meg Courtney: new Chair of the Board of Directors, husband
appointed to the Community Advisory Board
Mary Aigner: Program Director, sometimes programmer, blocker
of the Program Advisory Committee

Really boring and depressing. "Consider This" and "The
Discussion" are
pretty boring too; I switch to KMUD.

I support KMUD, too. And KMEC, where I host a show, and
KNYO.

I don't see any reason to deny staff have the responsibility
for some
air time, good to let he public see what he is. Mary
fills in often and
does the Dead show.
This line of conversation just doesn't go anywhere, it is
not coherent
thought, but the fury of the rejected.
Definitely not good for the community. ~BC
