I am not aware of a specific FCC regulation that details the creation of such committees.  Everything below is from the current "MCPB Policies and Procedures" that the board of directors has adopted since 1989, as authorized by state law as a nonprofit corporation.  They are as binding on management and staff as any regulation.  Same for the Program Advisory Committee.  If anyone thinks any policies are inconsistent with FCC regulations, they should alert the board.

This is all separate from the Community Advisory Board, which is a specific requirement of the Corporation for Public Broadcasting as a condition for funding.
Please click on the link below for all of the policies adopted by the board of directors and currently in force.  Like the laws and regulations, they have two purposes: 1) to empower people, 2) to keep any one person from having too much power.
It is good for staff to ask such questions.  Hope this helps.
