[This is a very good question, going to the heart of a lot of the friction over
interpretation of mission statement..

a better question might be, can you explain the current operative interpretation of
our mission statement? a complex question, requiring a complex answer...

They are required by law to publicly post the job opening as part of the process.

is the general manager the head of the board?  This has always seemed a bit odd
