Notes were taken, but I do not know to what extent "minutes" will be posted. Briefly:
Still looking for a candidate for Second District. May run ad if one not found this week.
Received several requests for teleconference. We will set one up.
We want to do our own mailer to membership. Postage alone will cost $1200, plus cost of printing, envelopes. Candidates can cover some, but we will be asking for support.
The Proposals for Change have been well received. Reprinted below with one update, a clarification that the Programming Council will have an open process and be responsive to the listening public.
Future meetings, teleconference, etc. will be posted here.

Summary ofCurrent Proposals for Change at MCPB/KZYX “MCPBis a membership-based organization dedicated to serving the entire community ofMendocino County and contiguous counties. The primary purpose of MCPB is toengage in providing high-quality, independent, community and public radio andother media products and services.”- The Bylaws There are four areas of change that will help MCPB/KZYX fulfill its mission: Freedomof Expression: No one will be disciplined for expressing their opinions onor off the air; restrictions concerning offensive language, endorsements duringcampaigns, and defamation of character will still apply. There will be freedom of communicationbetween and among the programmers, staff, management, directors, members, andthe public. OpenGovernance: All policy decisions will be made by the Board of Directors. Directors will be given access to any and all information and documents. The duty of each director to oversee and evaluate the operations of theorganization will not be restricted. Anymember will be allowed to inspect and copy any and all records of MCPB/KZYX,other than confidential personnel records. Written notice of the annualMembership Meeting will be sent to all members with their ballot. Memberswill be allowed to put a Bylaw amendment on the annual ballot if they obtainthe signatures of at least five percent (5%) of the membership on a petition insupport of the proposed amendment. DecentralizedPower: Final say on all personnel matters will be with the Board of Directors,not the General Manager. Final say onprogramming decisions will be with a Programming Council, not the Program Director. The Council will be formed in accordance withthe policy in place since 2009; its process will open and responsive to thelistening community. The News Director/Departmentwill be independent of both the Program Director and the General Manager. The budget will be reprioritized, withprogrammers provided adequate resources to maximize their creativity. Engagementwith Members/Public: The General Manager, Program Director, News Director, and StationEngineer will attend all Board meetings. The Board and Staff will respondto questions and comments as time permits. The audio/video file of anymeetings and/or outreach events will be posted on the website. TheCommunity Advisory Board will be reconstituted so that it is independent andreflects the diversity of the listening community, with regular meetings thatare open to the public. All of these policy changes can bemade by the Board of Directors. However, any of them could also besubmitted to the members for a vote as a bylaw amendment, which would bindfuture boards if adopted.

There is a general desire to have a face-to-face meeting of some kind in the near future to discuss issues and candidates for the next MCPB/KZYX board election. The power of the Programming Council to overrule the Program Director has already leaped to the top of the discussion. And, though a few people have expressed a willingness to be candidates, none have yet come forward from the Second District.
I am told that Lauren's restaurant in Boonville is a good place to meet. We need a place that could accommodate five or a few dozen, as it's hard to know how many will attend. And having food and drink together is always good. I suggest Saturday, January 17, 1:00pm, as a good time. Any weekday evening might also work, the goal being to maximize participation. We could also consider a second meeting in Ukiah the following week, especially if no candidate from that area has emerged by then.
I have copied below some proposed changes that I posted last month. They are a starting point for discussion. The general themes are open governance, freedom of expression, decentralization of power, and greater engagement with the members/public, all in the name of public community radio that serves the people, as called for in our bylaws.
The AVA applauds our efforts, but considers them "Quixotic." But if the collective consciousness can communicate and focus its efforts, it will prevail. A meeting seems to be an essential part of that.
Thanks to everyone for comments and involvement so far. More and more this seems to be a noble effort. Hope to see you soon.

Proposed Policy Changes for Mendocino County Public Broadcasting, aka KZYX&Z Programming: A Program Advisory Council will be established, as required by the attached policy adopted by the Board of Directors in December 2008. Programmers will be provided adequate resources and support, with the least possible restrictions on freedom of expression, in order to maximize their creative energies. There will be freedom of communication between and among the Programmers, Staff, Management, Directors, Members, and the Public. Personnel: Authority for hiring and firing will be returned to the Board of Directors, as it was until 2006. The News Director will be a full-time position, independent of editorial control by Management. Any disciplinary action can be appealed to the Board of Directors. No one will be disciplined for expressing their opinion about the organization, though legal restrictions concerning offensive language and defamation of character will still apply. Community Outreach: The General Manager, Program Director, News Director, and Station Engineer will attend all Board meetings. The Board and Staff will respond to questions and comments as time permits. The audio/video file of any meetings and/or outreach events will be posted on the website. The Community Advisory Board will be reconstituted so that it is independent and reflects the diversity of the listening community, with regular meetings that are open to the Public.
