It is grammatically correct to use the word "is" to refer to
both, due to the presence of the compounding qualifier "and".
If you diagrammed this sentence, it would break down to:
(1) ITS PROGRAMMING IS CONTROLLED BY ITS MEMBERSHIP, WHICH IS OPEN
TO ALL.
AND
(2) ITS OPERATIONAL PHILOSOPHY IS CONTROLLED BY ITS
MEMBERSHIP, WHICH IS OPEN TO ALL.
Hence the use of the singular form of the verb in this instance.Your
argument for the plural "are" applies only when compounding two
plurals.Please review "Compounding Sentences" chapter of your
fourth-grade grammar book.
IF THE TWO WERE SEPARATELY CONTROLLED BY DISTINCTLY DIFFERENT
