both, due to the presence of the compounding qualifier "and".

TO ALL.
AND
(2) ITS OPERATIONAL PHILOSOPHY IS CONTROLLED BY ITS

Hence the use of the singular form of the verb in this instance.Your
argument for the plural "are" applies only when compounding two
