Norman,

How else can we bring about change?  It seems to me that unless the board
takes more control over the station, then we are left with the decisions of
staff.  How can we change the mind of staff?  They are determined that a
top down strategy with a few people in control of the programming and
volunteer staff is best for the station.

If the board does not ask them to change, then who?

I tell people to stay members and vote.  Most of the people I have been
speaking with over the last year are currently ex-members.  Many were
ex-volunteers, ex-board members and ex-programmers.  We need to get them to
come back and vote.

My overall experience has been that many left the station because they were
tired of all the in-fighting.  Morale for the station, at least in my
community, is pretty low.  Most have just moved on.

I had a great conversation with an ex board president who's advice was to
keep waiving the documents in their face.

The current board is barely doing the minimum required by law.  They have a
CAB, but they don't follow the station handbook or have a strategic plan.
 They have an Audit Committee as required by the by-laws, but are, to my
knowledge, not feeling required to comply with any other policy paper.  I
thought the election went pretty well, but open lines discussion of station
policy was non-existent.

My source, whom I believed helped pen the by-laws, told me no one ever
conceived the board would only have four meetings a year without a system
of committees getting work done in the meantime.  Where are the committees?

And will somebody tell them to start using Robert's Rules?

Maybe the work is slow going.  I hear they are having trouble finding
volunteers.
