Norman,

I received an answer to you question....  Looks like the board has had to
spend some $10k on the FCC debacle in legal fees.  These fees were paid for
by a number of checks each less than $5k.  $5k is the size of the check
John C. is allowed to write without board approval or co-signature.  While
the board seemed well informed about the amount of money spent, it appears
John C. was able to cut the checks himself.
