According to Mary, I was misinformed. 

The fact is, the General Manager has
always had oversight on programming. This is not something that was granted to John
recently or exclusively. 
I’ve worked as program director
under 4 different general managers. Only two of those GMs, Laura Miller &
Belinda Rawlins, ever gave me specific directives about program changes without
regard for my input. So, I don’t really think that this is either a fair
or an accurate question.

Liz, you've been here longer than I, so I presume you would know:  If the Board granted John "say-so over programming," who had that authority before him?

(Hint:  It's part of management's job...)
