Go to the "underwriting" headline at the very end of the October GM report.
 There it discusses how the station was on par to reach its "annual 100k"
goal.  Granted, the fiscal year started in July, so it was early on.  The
number you refer to is from the budget as the actual amount of underwriting
sold in the 2008 fiscal year.  Looks like underwriting took a hit along
with the rest of the economy.
