[CRNMC] Network Model for CRNMC going forward

Hello good people:


Attached  is a proposal for moving ahead on the  “What next?” questions for
CRNMC. I have been thinking about this model since October and am writing
it all down for the first time here. I’ve  presented the idea in detail. It
is still a work in progress.
