[CRNMC] Thomas Linzey to Mendo?

*Crnmc is pretty broke, Shannon.  And they probably thought we would be
unable to afford him.  On another note, can you answer the ? i have about
Sect. 3(c)?  It does mean that frack water from an area outside of Mendo is
