[CRNMC] The MCPBC draft charter #14

The main author is Ellen Rosser of Point Arena, who read 4-5 other county
charters, and then cut and pasted.  After Ellen did the initial work,
I went over it for accuracy, formatting, consistency, and
organization.  The we brought it to the whole MCPBC committee which
amended it in various places.  Then John McCowen scrutinized it twice
and we updated it according to his comments.  

I got out
the section in the CA Constitution which proscribes everything that a
charter must include, and finalized the draft to accord with the letter of
the law.  

Then we decided to remove most of the
controversial tenets, such as composting toilets (mainly a zoning issue),
no-fracking zone, non-nuclear zone, and strengthening Measure H to
decrease the reasons for people to vote against it.  Although all our
environmentally aware friends would be in favor of those tenets, we
assumed the ignorant masses might find fault in such tenets.  We
thought we could add those things later by petition to amend the
charter.  And after taking Democracy School, we added a declaration
of our rights at the top.  

Our thoughts were to give the
BOS a leg up on writing a charter.  But if they do put it on the
ballot, they could change anything in it.  

Lately, Ellen
Rosser is trying to ditch the plan to get the BOS to do it, and now she
want to put a petition up to elected a charter commission.  She
already named 11 people that she wants on the commission "and 4 more
community rights people" she said to complete the 15.
