[CRNMC] Need for an experienced legal advisor

LAFCO could be a good starting point, esp. if they might know about the last two counties to have successfully shifted and become a Home Rule or Charter county. No sense reinventing the wheel. 

Then, we talk to the lawyers who helped in those campaigns. They'd most likely be able to tell us the ins and outs of working with a lawyer.
