[CRNMC] new petition/ newspaper/ form 410

*Other than waste of paper, i don't have a problem with 8 sigs per page.
BUT is it a requirement to put their text in a certain size font?  Maybe it
could be smaller?*

bothered reading the whole text....just listened to the description and
