[CRNMC] (CRN) new title and summary

Hello all!

Here's the new title and summary.

Don't think I have time today to redo the petition and get it submitted before they close today. So I will take it to the county in the morning. We will also pay for the newspaper announcement tomorrow, and give them the new T&S. 

Let's all visualize the best outcome - which is for the county to okay the petition quickly, so I can get it to the printer this week.
