[CRNMC] Butte County and Fundraising example

Lot of questions, will try to answer them all briefly here.

We do not know if we will face a challenge from the industry, but we can be
sure we are on their radar, along with the other counties and
municipalities. 

Our rights based ordinance like any other is subject to the rules and
regulations of the initiative process. If the oil lobby or industry or or or
finds fault with our application, that is the easiest and best possible
option for our opponents. Its why getting the petitions perfect is so
important, as is our process of collecting them etc. We need to be
impeccable because the scrutiny is obviously happening. As I mentioned in
Democracy School and beyond, 51% of all ordinances are pulled for a
technicality.  The system again, making democracy hard.

Only the county can pull our ordinance off the ballot.

The process for challenging depends on what reason an initiative was pulled.
Most likely its forcing a court to rule, or asking the county council to put
it forward anyway in respect to the voters who signed the initiative, it
really depends on many factors including the timing of the challenge.
