[CRNMC] Campaign to Pass the Ordinance Starting with LTE's

Phase 4 requires many letters to the editor.  Ideally, one of us
should write on every week until November.  I don't think we need to
vet each LTE; I think each person writing should say it in their own words
even if their view is not precisely right.  

Or else we
can compose a template to be modified by each writer.  What do you
think?
