[CRNMC] Measure "S" into Enforceable Law

Thanks for the research, Tim.   I had heard that the county counsel could indeed choose not to write sections into the county code that he felt were not enforceable. 

My source could have been wrong.   Bottom line is that it seems that we would be best served by knowing answers and taking proactive measures.
