[CRNMC] re Measure S into enforceable law

Well, I believe Shannon's words bring us back to my original email which pointed out that I was advised by a very politically savvy person in our county that if we want to have all the provisions in Measure "S" written into the code books, we would be best served by making our presence felt with the people who are responsible for such.
