[CRNMC] Measure "S" into Enforceable Law

Hi Baile,

This whole process was begun by the Ocean Protection Coalition when we
tried, unsuccessfully, to get the supervisors to pass a moratorium on
fracking. Then Dan Hamburg and Dan Gjerde took it on themselves to craft a
ban on fracking and they didn't have a majority in favor to pass it.
Meanwhile CRNMC began our signature campaign and then got measure on the
ballot. The supes adopted a wait and see attitude until after the election.

I just got off the phone with Ben Price at CELDF and he admitted he wasn't
practicing law in California. He also said it may be unlawful for the
county counsel not to encode every bit of Measure S but that we need to
check with a local attorney. He also suggested that we publicize this
situation with letters to the editor and opinion pieces in local
publications and tv and radio to pressure the supes to encode Measure S
completely. How can they face the fact that 70 percent of the voters want
this and then cut our measure up or not encode any of it?
