[CRNMC] Measure "S" into Enforceable Law

Thank you, Ed for your help with this matter.  

The information came from Norman de Vall who has had years of experience as a Supervisor from the 5th district.  He has walked the talk of what is necessary to write an initiative into enforceable law in our county.

We need to start working with our local people regarding this matter.

CELDF has been a great help with writing Measure "S."  Now it is up to us to truly bring Measure "S" into law by working with the BOS and County Counsel.  

No matter what Ben has to say, we still need to work with the BOS and County Counsel to get as much of Measure "S" as possible written into our county's code.
