[CRNMC] Measure "S" into Enforceable Law

This is really interesting. I don't remember hearing anything about this or
what we can do about it during Democracy School or Paul's workshop.

I think we need to talk to CELDF right away and ask them for help. I don't
trust the supes to order the county counsel to codify what we the people
voted for.

Shannon what's Global Exchange's take on this?
