[CRNMC] Frack ban overturn

Yep !

We need to have Mendocino Sheriff's Department and the Superior Courts here to understand, believe in and fully support our ordinance. Seems that without full, broad spectrum understanding and support, the ordinance will have no teeth and possibly be thrown out.
