To be clear, I have not said we should not change 4a (although I'm clear
4b should stay). The point I'm trying to make is that it is not a simple
matter of "4a is too weak and needs to be fixed". There are externally
imposed deadlines to consider. There is the question of will the prposed
change to 4a make it more likely to generate resistance? I don't know.
(I may not always have answers but at least I have some of the questions)
I do know that the best answers often times do not come from the
logical part of our brain.

For me, It's important to stay focused in the Commnity Rights aspect
of the ordanance. If we have the time, and the chances of it passing
are enhanced or nutral, then let's change 4a. If it passed as is, I'd
be OK with that becuse the most important work of this ordanance is
to get people thinking along the lines of self-governance. When we
take back our power to decide for ourselves, we can replace the
systems/institutions that no longet serve us and invent new ones that do.

No we don't, and there didn't seem to be much interest (and some
active restistance) to developing one. So here we are (again).
