Community Rights  -  Water  -  Who Decides? A Mendocino County Community Bill of Rights Ordinance:
	* Proposes to affirm the right of Mendocino County Residents to local self-government, clean water, air and soil, and freedom from chemical trespass. Establishes rights for natural communities and ecosystems and empowers community members and the County government with legal standing to enforce these rights. 	* Fracking and related unconventionial hydrocarbon extraction activities would be prohibited within the County.  Wells existing in the county can continue operation, but not be converted into Fracking wells. 
	* Corporations engaged in the unconventional extraction of hydrocarbons, or intending to do so in the County, could not avail themselves of certain legal rights and powers which would enable them to nullify the rights and prohibitions secured by this Ordinance.
