[CRNMC] Impartial Analysis from county counsel

Great, I noticed the County Counsel signed this on Earth Day, that's
auspicious!
I wasn't around for the Ordinance creation phase but am excited to gather
signatures. If someone has time please write me, to fill me in a little
about our Ordinance: why does it only ban 'unconventional extraction' of
Hydrocarbons instead of 'all extraction' or just 'extraction of
Hydrocarbons?'
