Yes Steve, in my opinion it is a must. And it should state a fine 
$10,000 and (not or) 6 months jail time, for each rotation of a pump or 
surge of fluid into the earth being a separate offense. Without a 
sanction for violation the ordinance has no value.  It becomes "poetry"  
as Ben Price said.
