[Community Rights Network] Preamble work

*As it is now, I think every citizen can find a "Whereas" that they really
like.  I LOVED #3.  I don't really care to rewrite.  My only warning is
don't pare this down too much.  Let all of Mendo find something they can
really get behind in this section.  *Beth B.
