A Mendocino County native, Howard brings a vast knowledge of our county roads, bridges, airports, drainage, solid waste and land development operations. In 2018 his office prepared a 20-year corrective maintenance plan for roads which identified and now employs corrective maintenance and pavement preservation techniques to improve our main roads.
