Historically, a vote comes soon after. Fast Track (recently renamed "Trade Promotion Authority" takes the Constitutional Authority (Art. 1. Sect. 8.) away from congress and gives it to the President. It prevents "trade deals" from being properly vetted by congress. It limits their discussion and demands a straight yes/no vote after a limited time frame.
