This would be a voluntary program which has been successful in many other counties and cities, funded through an assessment on the tax bill of participating home owners. As you may know, we have now passed 400 ppm CO2 in the atmosphere. The last time the planet supported that much CO2 was about 3.5 million years ago, and the sea level was several hundred feet higher. Take a moment to imagine the adverse economic impact of that kind of sea level change.
