<body class='hmmessage'><div dir='ltr'>Dear Jonathan,<div><br></div><div><br></div><div>Thanks for the invitation. I live in Mendocino, so a trip to Ukiah isn't really convenient for me.</div><div><br></div><div><br></div><div>I don't have a proposal. Only three questions that started as one, three months ago.</div><div><br></div><div><br></div><div>My first question came after discovering something alarming. For the past five years running, </div><div><br></div><div><br></div><div>MCPB Form 990s were filed by a paid employee, and then hidden from the board of directors.</div><div><br></div><div><br></div><div>That's what I reported at the last meeting. The one at Point Noyo in Fort Bragg. You can see the </div><div><br></div><div><br></div><div>video here: </div><div><br></div><div><br></div><div><a href="http://mendocinotv.com/2016/05/03/kzyxz-board-meeting-erupts-in-arrest/" target="_blank">http://mendocinotv.com/2016/05/03/kzyxz-board-meeting-erupts-in-arrest/</a></div><div><br></div><div><br></div><div>You can also see the Form 990s here:</div><div><br></div><div><br></div><div><a href="http://communityplatform.us/communityplatform/nccs/organization/profile/id/680050440/popup/1#programs" target="_blank">http://communityplatform.us/communityplatform/nccs/organization/profile/id/680050440/popup/1#programs</a></div><div><br></div><div><br></div><div>The alarming language is on 'Schedule O' toward then end of each form. There are 1.5 million </div><div><br></div><div><br></div><div>nonprofits in the country today. And only one of them with language like this. It's not just the </div><div><br></div><div><br></div><div>language that I found alarming. But the fact that it's reported as policy. So either an employee </div><div><br></div><div><br></div><div>was setting that policy, or somebody else was. Either way, it blinded the board of directors to </div><div><br></div><div><br></div><div>whatever was happening at MCPB. For five years running.</div><div><br></div><div><br></div><div>I asked my first question on the air. During Dr. Richard Louis Miller's 'Mind, Body and Health' </div><div><br></div><div><br></div><div>show back in February. My question was this: "What's the purpose of this policy?" Dr. Miller</div><div><br></div><div><br></div><div>couldn't answer the question. So he directed me to Lorraine Dechter. She couldn't answer it </div><div><br></div><div><br></div><div>either. So Ms. Dechter directed me to your president, Meg Courtney. Who then proceeded to </div><div><br></div><div><br></div><div>call me a liar. And refused to answer my question. Pardon my French here, Mr. Middlebrook. </div><div><br></div><div><br></div><div>But that REALLY fucking pissed me off. And generated a second question: "What's the name </div><div><br></div><div><br></div><div>of the individual who set that policy?" And a third question: "How did that happen?"</div><div><br></div><div><br></div><div>Regardless of whether you were a party to this action, you should be asking yourself the </div><div><br></div><div><br></div><div>same questions. Going forward without looking back is foolish. Especially with policy like this.</div><div><br></div><div><br></div><div>While I appreciate your reaching out, I find your inquiry somewhat irritating. I stated my</div><div><br></div><div><br></div><div>concerns in plain English at the last board meeting. And the video of that meeting has gotten </div><div><br></div><div><br></div><div>over 1,500 visits. I assume that one of them was yours. Or someone you're in touch with. At </div><div><br></div><div><br></div><div>any rate, I'd hoped you'd remembered what I said. Instead of asking me to repeat myself. Or </div><div><br></div><div><br></div><div>presuming that I had a proposal. Which I don't. All I have is three questions. To review:</div><div><br></div><div><br></div><div>1. What's the purpose of MCPB's policy to hide Form 990s from voting board members?</div><div><br></div><div><br></div><div>2. What's the name of the individual who set that policy?</div><div><br></div><div><br></div><div>3. How did that happen?</div><div><br></div><div><br></div><div>As a counter invitation, let me suggest this. There's an excellent online discussion group on </div><div><br></div><div><br></div><div>KZYX. It's very well attended, and well mannered. No garlic fries have been served. And no </div><div><br></div><div><br></div><div>police have been called. You can join by contacting Norman DeVall via email here: </div><div><br></div><div><br></div><div>ndevall@mcn.org</div><div><br></div><div><br></div><div>If there's any policy prohibiting you from joining this discussion -- written or not -- I'd sure </div><div><br></div><div><br></div><div>like to know about it. And if you're under any signed nondisclosure agreement, I'd like to </div><div><br></div><div><br></div><div>receive a copy of it.</div><div><br></div><div><br></div><div>Sincerely,</div><div><br></div><div><br></div><div>Scott M.
